That having regard to its prominent location the retention of the existing monopole mast, attached guy ropes, antenna and cabinets would constitute a visually intrusive form of development which would continue to add to the existing visual clutter of pylons and would be detrimental to the special landscape character and appearance of the North Wessex Downs Area of Outstanding Natural Beauty.  As such the proposal would be contrary to Policies G1, G15 and C2 of the adopted South Oxfordshire Local Plan and Policies G2, C2 and TE1 of the South Oxfordshire Local Plan 2011 Second Deposit Draft and the advice in the South Oxfordshire Design Guide.
