Conditions / Refusal Reasons
The Development Plan identifies appropriate locations for new development. Planning permission for new houses will not be granted unless the development falls within strictly defined criteria. Stadhampton is one of the villages within the district where strict infill development may be allowed (Policy H5), but planning permission will not be granted for new housing on the edge of settlements that would extend the built limits of development into the surrounding countryside (Policy H6). The proposal does not represent 'infill' development in the accepted sense of the filling of an appropriate small gap in an otherwise built up frontage, and therefore cannot be considered acceptable under Policy H5. The proposal would result in the extension of the built up limits of Stadhampton into the open countryside, to the detriment of the character, amenity and landscape of the area, contrary to the provisions of the adopted South Oxfordshire Local Plan (Policies G2, G4, C4, H5 and H6).
The introduction of two houses on an otherwise open piece of land, adjacent to open countryside, between Cedar Top and The Mill House would harm the important rural setting of two Grade II listed buildings (The Mill House and
The Old Stables), contrary to Policy CON5 of the adopted South Oxfordshire Local Plan.
