Conditions / Refusal Reasons
That the site is an unsustainable location for new commercial development as the site is in a rural location, not accessible to public transport nor served by an adequate highway network. As such the proposal would be contrary to Policies G1 and E6 of the Oxfordshire Structure Plan 2011, Policies G1, G10 and C11 of the adopted South Oxfordshire Local Plan, Policies G2, T1 and E8 of the approved South Oxfordshire Local Plan Second Deposit (Draft) and the advice contained in PPG13 " Transport".
That having regard to the size and scale of the existing building, its utilitarian form and its location within the Little Haseley conservation area, the form, bulk and general design of the building is not in keeping with the more traditional character of the surrounding buildings. As such it is not a suitable building for conversion and its retention and re-use would fail to enhance the character of the conservation area or the landscape setting of Little Haseley and would be contrary to Policies G1, CON8 and C11 of the adopted South Oxfordshire Local Plan, Policies G2, CON10, C4 and E8 of the South Oxfordshire Local Plan 2011 Second Deposit (Draft).
That having regard to the proximity of the existing building to Stones Farm House, 15 and 16 Little Haseley, the proposal to convert the existing barn to a commercial use could cause problems of additional noise and disturbance associated with additional traffic generation to the detriment of the residential amenity of the occupants of those properties. As such the proposal would be contrary to Policies G1 and C11 of the adopted South Oxfordshire Local Plan and Policies G2 and E8 of the South Oxfordshire Local Plan Second Deposit (Draft).
