Conditions / Refusal Reasons
The Development Plan identifies appropriate locations for new development. Planning permission will not be permitted for new housing in hamlets or isolated groups of dwellings. Conversions of existing rural buildings for residential uses will only be allowed where all other uses have been pursued and found to be unacceptable for planning reasons. In this case the proposal involves the conversion of an existing garage building with store above to provide self contained accommodation for staff and no other uses have been explored. Having regard to the size of the building, its location in relation to Lane Haize, the changes to its external appearance and the degree of independence provided the proposal is tantamount to the creation of a new dwelling which would be contrary to Policies G1, C3, C11, and H6 of the adopted South Oxfordshire Local Plan and Policies G2, C4, E8 and H6 of the South Oxfordshire Local Plan 2011 Second Deposit. In this case the justification for staff accommodation is not considered to be sufficient to override established planning policy.
That having regard to the size of the proposed rooflights on the rear (southern) elevation of the garage to be converted and there location in relation to the neighbouring property, the proposal would introduce an element of overlooking that does not exist at present which would detract from the residential amenity of the occupants of 74 Preston Crowmarsh. As such the proposal would be contrary to Policies G1 of the adopted South Oxfordshire Local Plan and Policies G2 and H13 of the South Oxfordshire Local Plan 2011 Second Deposit Draft.
