Conditions / Refusal Reasons
That the development must be begun not later than the expiration of three years beginning with the date of this permission and if this condition is not complied with this permission shall lapse.
Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.
That samples of all materials to be used in the external construction and finishes of the development hereby permitted shall be submitted to and approved in writing by the Local Planning Authority before the development is commenced.
Reason: To safeguard the character of the area and to comply with Policies G1 and H4 of the adopted South Oxfordshire Local Plan.
That notwithstanding the provisions of the Town and Country Planning (General Permitted Development Order 1995 (or any order revoking and re-enacting that Order with or without modifications) there shall be no enlargement, improvement or other alteration to the exterior of the dwellinghouse including the insertion of any additional windows.
Reason: To ensure that the development is not unneighbourly and to comply with Policies G1 and H4 of the adopted South Oxfordshire Local Plan.
That the cill height of the rooflights in the rear elevation shall be a minimum of 1.8m above finished floor level.

Prior to the occupation of the proposed dwelling the new means of access onto Abbott Road is to be formed, laid out and constructed strictly in accordance with the highway authority's specifications and that all ancillary works specified shall be undertaken.
Reason: In the interests of highway safety and convenience and to comply with Policies G1 and G10 of the adopted South Oxfordshire Local Plan.
Prior to the occupation of the proposed dwelling the existing access serving 103 Queensway is to be altered, (as on submitted plan 2070-3), laid out and constructed strictly in accordance with the highway authority's specifications and that all ancillary works specified shall be undertaken.
Reason: In the interests of highway safety and convenience and to comply with Policies G1 and G10 of the adopted South Oxfordshire Local Plan.
Prior to the occupation of the proposed dwelling the parking areas (as submitted plan 2070-3) shall be provided and shall be constructed, laid out, surfaced (bound material) drained and completed, and shall be retained unobstructed except for the parking of vehicles at all times. Each parking space should be at least 5m x 2.5m.
Reason: To comply with the Local Planning Authority's vehicle parking standards and to protect local amenities and to comply with Policies G1 and G10 of the adopted South Oxfordshire Local Plan.
That a pedestrian vision splay (see attached example) is to be provided to each side of the new access onto Abbott Road and a pedestrian vision splay is to be provided to the right of the existing access. These vision splays shall not be obstructed by any object, structure, planting or any other material exceeding a height of 0.6m in height (as measured from carriageway level)
Reason: In the interests of highway safety and convenience and to comply with Policies G1 and G10 of the adopted South Oxfordshire Local Plan.
That the first floor window in the southern elevation shall be obcsure glazed and thereafter retained as such.
Reason: To ensure that the development is not unneighbourly and to comply with conditions in accordance with Policies G1 and H12 of the adopted South Oxfordshire Local Plan.
