That the development must be begun not later than the expiration of three years beginning with the date of this permission and if this condition is not complied with this permission shall lapse. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.

That, as far as possible, existing materials are used in the rebuilding of the boundary walls, making good the shortfall in second hand matching materials. Lime putty mortar to be used in a mix no stronger than 1:2:9. Reason: To ensure that the details of the development are satisfactory and to comply with Policies G1, CON8 and CON10 of the adopted South Oxfordshire Local Plan.

Prior to the commencement of development, a sample of brick to be used in the increase in height of the wall shall be submitted to and approved in writing by the Local Planning Authority. Reason: To ensure that the details of the development are satisfactory and to comply with Policies G1, CON8 and CON10 of the adopted South Oxfordshire Local Plan.

That prior to the commencement of development, joinery details of the proposed gates at a scale of 1:20 shall be submitted to and approved in writing by the Local Planning Authority. Reason: To ensure that the details of the development are satisfactory and to comply with Policies G1, CON8 and CON10 of the adopted South Oxfordshire Local Plan.

That samples of all materials to be used in the external construction and finishes of the garage hereby permitted shall be submitted to and approved in writing by the Local Planning Authority before the development is commenced. Reason: To safeguard the character of the area and to comply with Policies G1, CON8 and CON10 of the adopted South Oxfordshire Local Plan.

That, prior to the proposed garage's first use the proposed means of access onto Cherwell Close is to be formed, laid out and constructed (as on submitted plan dwg no 334/ extra) strictly in accordance with the highway authority's specifications and that all ancillary works specified shall be undertaken. Reason: In the interests of highway safety and convenience and to comply with Policies G1 and G10 of the adopted South Oxfordshire Local Plan.

The door/gate at the proposed pedestrian entrance to New Road and the new garage doors must only open inwards i.e not out over land classed as public highway. Reason: In the interests of highway safety and convenience and to comply with Policies G1 and G10 of the adopted South Oxfordshire Local Plan.

That except insofar as may be otherwise agreed by the Local Planning Authority, all trees, shrubs and hedges on the land be preserved and properly maintained and that in the event of any of the trees dying or being seriously damaged or destroyed, a new tree or equivalent number of trees, as the case may be, of a species first approved by the Local Planning Authority, be planted and properly maintained in a position or positions first approved in writing by the Local Planning Authority. Reason: To safeguard trees which are visually important and to comply with Policies G1 and C17 of the adopted South Oxfordshire Local Plan.
