That having regard to its size, scale and design, the proposal would be an incongruous addition to this Grade II listed building and would not preserve the character and appearance of the Brightwell cum Sotwell Conservation Area and would adversely affect the setting of St James Church. As such the proposal is contrary to policies G1, G8, H12, Con 6 and Con 10 of the adopted South Oxfordshire Local Plan and policies G1, G6, H13, Con 6 and Con 10 of the South Oxfordshire Local Plan 2011 Second Deposit Draft.
