That the development must be begun not later than the expiration of five years beginning with the date of this permission and if this condition is not complied with this permission shall lapse. That samples of the materials to be used for the external walls and roofs shall be submitted to and approved in writing by the Local Planning Authority before any development commences. Reason: To ensure that the details of the development are satisfactory in accordance with Policy G8 of the adopted South Oxfordshire Local Plan. Related application(s): P10/W0114/DIS

That the accommodation hereby permitted shall be used only ancillary to and in conjunction with the use of the existing premises at The Close, Burcot as a private nursing home and home for the elderly and for no other purpose. Reason: That the separate occupation of the new accommodation or its use for some other purpose would result in an unsatisfactory overintensive development of the site and in accordance with Policy CF1 of the adopted South Oxfordshire Local Plan. That the accommodation hereby permitted shall not be occupied until space has been laid out within the site for two additional cars to be parked and for vehicles to turn so that they may enter and leave the site in forward gear. Reason: To comply with the Local Planning Authority's vehicle parking standards and to protect local amenities and in accordance with Policy G11 of the adopted South Oxfordshire Local Plan. That the existing hedge along the whole of the northern boundary of the land shall be retained and properly maintained at a height of not less than 2.5 metres, and that any plant which may die or be seriously damaged or destroyed within 5 years of the completion of the development shall be replaced and the replacement shall be properly maintained. Reason: To help to assimilate the development into its surroundings and in accordance with Policy G8 of the adopted South Oxfordshire Local Plan. Related application(s): P10/W0114/DIS

That the existing trees and hedging on the eastern boundary of the site shall be protected in accordance with British Standards 5837 'Trees in Relation to Construction' and in accordance with a scheme to be first agreed in writing with the Local Planning Authority and to be implemented prior to the commencement of the development and to be maintained throughout the course of the development. Reason: To safeguard trees and hedges which are visually important and in accordance with Policy G8 of the adopted South Oxfordshire Local Plan. Related application(s): P10/W0114/DIS

That development shall not commence on site until written approval has been granted by the Local Planning Authority to plans detailing the slab levels of the buildings hereby permitted relative to existing ground level, and the development shall only proceed strictly in accordance with the details so approved. Reason: To ensure that the development is not unneighbourly in accordance with Policy G1 of the adopted South Oxfordshire Local Plan. Related application(s): P10/W0114/DIS

That before the commencement of any site works or operations relating to the development hereby permitted, an arboricultural method statement to ensure the satisfactory protection of retained trees during the construction period shall be submitted to the Local Planning Authority for approval. Written approval must be obtained prior to commencement of any site works including demolition. The matters to be encompassed within the arboricultural method statement shall include the following:- (i) A detailed tree survey showing the crown spread and diameter of the tree trunks. (ii) A specification for the pruning of, or tree surgery to, trees to be retained in order to prevent accidental damage by construction activities; (iii) The specification of the location, materials and means of construction of temporary protective fencing and/or ground protection in the vicinity of trees to be retained, in accordance with the recommendations of Bs 5837 (1991) 'Trees in relation to construction;, and details of the timing and duration of its erection; (iv) The definition of areas for storage or stockpiling of materials, temporary on-site parking, site offices and huts, mixing of cement or concrete, and fuel storage; (v) The specification of the routing and means of installation of drainage or any underground services in the vicinity of retained trees; (vi) Provision for the supervision of works within the roof protection areas of trees to be retained, and for the monitoring of continuing compliance with the protective measures specified, by an appropriately qualified arboricultural consultant, to be appointed at the developer's expense and notified to the Local Planning Authority, prior to the commencement of development; and provision for the regular reporting of continued compliance or any departure therefrom to the Local Planning Authority. Reason: To safeguard the character of the area and in accordance with Policy G8 of the adopted South Oxfordshire Local Plan.

That no development shall take place until a professionally competent archaeological organisation, as approved in writing by the Local Planning Authority, has been commissioned to carry out a full watching brief during the period of construction works. The watching brief shall preserve by record any archaeological features which may arise in the course of works and shall include limited archaeological excavation where necessary and the retrieval of artefactual evidence. Reason: To safeguard the recording and inspection of matters of archaeological importance on the site and in accordance with Policy CON18 of the adopted South Oxfordshire Local Plan.

That development shall not begin until details of all drainage for the disposal of both foul and surface water has been submitted to and approved in writing by the Local Planning Authority. Reason: In the interests of public health and to avoid pollution in accordance with Policy G6 of the adopted South Oxfordshire Local Plan.

That the building specified to be demolished shall be demolished and the demolished materials shall be removed from the land within one month of the commencement of work on Phase 3 of the development hereby permitted. Reason: To ensure satisfactory comprehensive development in accordance with Policy G1 of the adopted South Oxfordshire Local Plan.

That notwithstanding any indications as to these matters which may have been given in the application no floodlighting shall be introduced unless a planning permission has first been granted by the Local Planning Authority on a formal application in respect thereof. Reason: To prevent light pollution and to safeguard the character of the area and in accordance with Policy G1 of the adopted South Oxfordshire Local Plan.

That a scheme for the landscaping of the site including the planting of semi mature live trees and shrubs shall be submitted to the Local Planning Authority prior to the commencement of the development hereby permitted. The scheme shall be implemented as approved within 12 months of the commencement of the approved development and thereafter be maintained in accordance with the approved scheme. In the event of any of the trees or shrubs so planted dying or being seriously damaged or destroyed within 5 years of the completion of the development, a new tree or shrub or equivalent number of trees or shrubs, as the case may be, of a species first approved by the Local Planning Authority, be planted and properly maintained in a position or positions first approved by the Local Planning Authority. Reason: To help assimilate the development into its surroundings in accordance with Policy G9 of the adopted South Oxfordshire Local Plan.

That no windows or doors shall be inserted in the east facing elevation of the two storey wing facing Long Acres other than those shown on the submitted plan reference H1403/103/Rev A unless planning permission has first been granted by the Local Planning Authority on a formal application in respect thereof. Reason: To ensure the development is not unneighbourly and in accordance with Policy G1 of the adopted South Oxfordshire Local Plan.
