Conditions / Refusal Reasons
That approval of the details of the design and external appearance of the building(s) and the landscaping of the site (hereinafter called "the reserved matters") shall be obtained from the Local Planning Authority in writing before any development is commenced.
Reason: As the application is in outline only and not accompanied by detailed plans.
That application for approval of the reserved matters shall be made to the Local Planning Authority before the expiration of 3 years from the date of this permission.
Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990.
That the development hereby permitted shall be begun either before the expiration of 5 years from the date of this permission, or before the expiration of 2 years from the date of approval of the last of the reserved matters to be approved, whichever is the later.

The construction of the surface water drainage system shall be carried out in accordance with details submitted to and approved in writing by the Planning Authority before the development commences. The details shall include the results of soakage tests to determine the suitability of soakaways at this site.
Reason: To prevent pollution of the water environment and to comply with Policies G1 and G6 of the adopted South Oxfordshire Local Plan.
Before any development commences a survey for the presence of Great Crested Newts shall be undertaken by suitable qualified personnel, and the development shall proceed in strict accordance with its findings and recommendations, if any,
Reason: To ensure the development does not result in loss of or damage to the habitat of protected species Great Crested Newts and to comply with Policies G1 and C14 of the adopted South Oxfordshire Local Plan.
Details of foul water drainage should be submitted to and approved in writing by the Local Planning Authority prior to the commencement of development and the scheme implemented in accordance with these details.
Reason: To prevent pollution of the water environment and to comply with Policies G1 and G6 of the adopted South Oxfordshire Local Plan.
Prior to the commencement of development a tree survey in accordance with BS 5837, be carried out to identify trees worthy of retention and those trees which are intended to be removed. Any trees to be retained should be adequately protected in accordance with BS 5837 and a landscaping scheme should be submitted to demonstrate how the proposed dwelling will be integrated into its surroundings.
Reason: To help assimilate the development into its surroundings and to comply with Policies G1 and G9 of the adopted South Oxfordshire Local Plan.
That prior to the commencement of any other development to which this permission relates, the means of access between the land and the highway shall be formed, laid out and constructed strictly in accordance with the specification of the means of access attached hereto, and all ancillary works therein specified shall be undertaken strictly in accordance with the said specification.
Reason: In the interests of highway safety and convenience and to comply with Policies G1 and G10 of the adopted South Oxfordshire Local Plan.
That the dwelling hereby approved shall not be occupied until space has been laid out within the site for 3 cars to be parked and for vehicles to turn so that they may enter and leave the site in forward gear.
Reason: To comply with the Local Planning Authority's vehicle parking standards and to protect local amenities and to comply with Policies G1 and G10 of the adopted South Oxfordshire Local Plan.
That the garage accommodation shall be retained as such and shall not be adapted for living purposes without the prior permission of the Local Planning Authority.
Reason: To comply with the Local Planning Authority's vehicle parking standards and to protect local amenities and to comply with Policies G1 and G10 of the adopted South Oxfordshire Local Plan.
That the garage adjacent to 10 Barlow Close shall be single storey only.
Reason: To ensure that the development is not unneighbourly and to comply with Policies G1 and H4 of the adopted South Oxfordshire Local Plan and section 4.2 of the adopted South Oxfordshire Design Guide.
