Conditions / Refusal Reasons
That the proposal would be contrary to Policy E8 of the adopted South Oxfordshire Local Plan and E6 of the approved South Oxfordshire Local Plan 2011 Second Deposit Draft. These require that the redevelopment of land used by certain service trades which require significant areas of land for open storage will not be permitted unless the existing use is giving rise to nuisance. The site has been used for a considerable time as part of a builder's yard without giving rise to nuisance and could continue either in that use or for some other open storage purposes. The loss of such areas to business use would result in less sustainable communities.
That, having regard to the inappropriate details of design and the proposed layout relative to its surroundings, the proposals would fail to reinforce local distinctiveness and result in an inappropriate form of development which would detract from the visual quality of the area which lies within the North Wessex Downs Area of Outstanding Natural Beauty contrary to Policies G1, C2 and H4 of the adopted South Oxfordshire Local Plan and Policies G2, D1, C2 and H4 of the approved South Oxfordshire Local Plan 2011 Second Deposit Draft.
That the development will place additional strain on existing community infrastructure contrary to Policy G6 of the adopted South Oxfordshire Local Plan and D10 of the approved South Oxfordshire Local Plan 2011 Second Deposit Draft.
That the development fails to make any provision for affordable housing, contrary to Policy H9 of the approved South Oxfordshire Local Plan, 2011, Second Deposit Draft.
