The Development Plan identifies appropriate locations for new development. New buildings within the Green Belt will not be allowed unless the development falls within strictly defined criteria. Garsington is one of the villages washed over by the Green Belt and any new building that has an impact on the openness of the Green Belt will not be allowed. In this case the site for the proposed building is part of an extended curtilage for the property and appears physically separate from the main curtilage because it is dissected by the public footpath; its character is also different, appearing open and undeveloped. The erection of the building, as proposed, on this site would extend the built up limits of the village detracting from its landscape setting, the openness of the Green Belt and the character of the Area of Great Landscape Value. Such development would be inappropriate development as defined in Planning Policy Guidance Note 2 Green Belts. As such, the proposal would be contrary to advice contained in PPG2 and contrary to Policies G1 and G4 of the Oxfordshire Structure Plan, Policies G1, GB2, and C3 of the adopted South Oxfordshire Local Plan and Policies G2, GB2, C4 and H13 of the South Oxfordshire Local Plan 2011 Second Deposit Draft.`
