The site lies within the Oxford Green Belt where new building will not be allowed unless proposals fall within the strictly defined criteria set out in Planning Policy Guidance Note 2 "Green Belts". In this case, insufficient information has been submitted with the application to confirm a genuine agricultural justification for the proposed barn. In the circumstances, having regard to its size, bulk and volume the proposed barn would represent an inappropriate form of development within the Green Belt. Furthermore, given the remote location of the barn from Slaymaker it would necessitate the construction of substantial length of access track which together with the barn would detract from and be harmful to the openness of the Green Belt and the character of the area which is an area of Great Landscape Value. The proposal would, therefore, be contrary to advice given in PPG2 "Green Belts", to Policies G1, GB2, GB3 and C3 of the adopted South Oxfordshire Local Plan and Policies G2, G4, C4, GB2 and GB3 of the approved South Oxfordshire Local Plan 2011, Second Deposit Draft September 2003.
Insufficient information has been submitted with the planning application to assess the impact of the noise and smell associated with the proposed use as animal housing on the occupants of Holton House contrary to Policies G1 and G7 of the South Oxfordshire adopted Local Plan and Policies G2 and EP1 of the South Oxfordshire Local Plan 2011 Second Deposit Draft.
