That the development must be begun not later than the expiration of five years beginning with the date of this permission and if this condition is not complied with this permission shall lapse. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990.

That the premises shall be used as a delicatessen only and for no other purpose within Class A3 of the Town and Country Planning Use Classes Order 1987 (including any other purpose in Class A3 of the Schedule of the Town and Country Planning Use Order 1987, or in any provision equivalent to that Class in any statutory instrument revoking and re-enacting that Order without modification). Reason: To ensure that the development is not unneighbourly, by virtue of noise or odour pollution. In accordance with Policy G7 of the adopted South Oxfordshire Local Plan.

That the premises shall not open between the hours of 19:00 to 08:00 Monday to Saturdays and not at all on Sundays without the prior grant of planning permission by the Local Planning Authority on a formal application in respect thereof. Reason: To ensure that the opening hours are not unneighbourly in accordance with Policy G7 of the adopted South Oxfordshire Local Plan.

That prior to the installation of any ventilation system, details of the type and location shall be submitted to and approved in writing by the Local Planning Authority. Reason: To ensure that the development is not unneighbourly and to protect the character and appearance of the Wheatley Conservation Area in accordance with Policies G7 and CON10 of the adopted South Oxfordshire Local Plan.
