Conditions / Refusal Reasons
That the application proposes the erection of a replacement dwelling outside the built up area of any town or village. The replacement is significantly larger in volume and greater in height than the existing property, and would have a greater visual impact than the existing, contrary to Policy H16 of the adopted South Oxfordshire Local Plan and Policy H12 of the approved South Oxfordshire Local Plan, 2011, Second Deposit Draft.
That, having regard to the height of the replacement dwelling, its volume relative to the existing and to its bulk and massing, the proposal is substantially larger than the dwellings it replaces and would represent an inappropriate form of development which would detract from the openness of the Green Belt, contrary to Policy GB2 of the adopted South Oxfordshire Local Plan and of the approved South Oxfordshire Local Plan, 2011, Second Deposit Draft. There is a presumption against inappropriate development and insufficient justification has been put forward to set aside this policy.
That having regard to the inappropriate details of design, and to the size and height relative to the existing barn, the proposals would detract from the character and visual appearance of the locality which lies within an Area of Great Landscape Value, contrary to Policies G1 and C3 of the adopted South Oxfordshire Local Plan, Policies G2, G6 and C1 of the approved South Oxfordshire Local Plan, 2011, Second Deposit Draft and Section 3 of the South Oxfordshire Design Guide.
That having regard to its excessive size, bulk and massing relative to the existing barn, which is considered to be within the curtilage of the adjoining listed farmhouse, the proposals would detract from the character and appearance of the existing barn detriment to its setting, contrary to Policies CON7 and CON8 of the South Oxfordshire Local Plan and South Oxfordshire Local Plan 2011 Second Deposit Draft.
