Conditions / Refusal Reasons
That the development must be begun not later than the expiration of five years beginning with the date of this permission and if this condition is not complied with this permission shall lapse. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990.

That prior to the commencement of any development to which this permission relates, the means of access between the land and the highway shall be formed, laid out and constructed strictly in accordance with the specification of the means of access attached hereto, and all ancillary works therein specified shall be undertaken strictly in accordance with the said specification. Reason: In the interest of highway safety and convenience and to comply with Policies G1, H4 and G10 of the adopted South Oxfordshire Local Plan.

That no dwellings shall be occupied until space has been laid out within the site for four cars to be parked and for vehicles to turn so that they enter and leave the site in forward gear. Reason: To comply with the Local Planning Authority's vehicle parking standards and to protect local amenities in accordance with Policy G10 of the adopted South Oxfordshire Local Plan.

That the garage accommodation shall be retained as such and shall not be adapted for living purposes unless planning permission has first been granted by the Local Planning Authority on a formal application in respect thereof. To comply with the Local Planning Authority's vehicle parking standards and to protect local amenities in accordance with Policy G10 of the adopted South Oxfordshire Local Plan.

That before the commencement of any site works or operations relating to the development hereby permitted, an arboricultural method statement to ensure the satisfactory protection of the Cherry tree during the construction period shall be submitted to the Local Planning Authority for approval. Written approval must be obtained prior to commencement of any site works including site clearance. Reason: To safeguard the longevity of the Cherry tree in accordance with Policies G8 and C16 of the adopted South Oxfordshire Local Plan.

No development shall commence on site until the applicant has been responsible for organising an archaeological watching brief, to be maintained during the period of construction/during any ground works taking place on the site. The watching brief shall be carried out in accordance with a written specification and by a professional archaeological organisation that has first been agreed in writing by the Local Planning Authority. To safeguard the recording and inspection of matters of archaeological importance on the site in accordance with Policy CON18 of the adopted South Oxfordshire Local Plan.

No development shall commence on site until the applicant has been responsible for organising an archaeological watching brief, to be maintained during the period of construction/during any ground works taking place on the site. A scheme for the hard and soft landscaping of the site, which should include details for the planting of live trees and shrubs, for the treatment of the access road, parking areas and hard standings and for the provision of boundary fences, (including the enclosure of front garden areas with low fences, walls or railings), shall be submitted to and approved in writing by the local planning authority prior to the commencement of development hereby permitted. Reason: To help assimilate the development into its surroundings and to comply with Policies G1 and G9 of the adopted South Oxfordshire Local Plan.

That details of the boundary treatment in relation to the height and materials shall be submitted in relation to the north- east, north- west, south-east and south west boundaries. Reason: To help assimilate the development into its surroundings and to ensure that the development is not unneighbourly, in accordance with Policies G8 and H12 of the adopted South Oxfordshire Local Plan.

That the roof of the single storey element on the proposed house next to 123 St Helens Avenue shall not be used as a balcony and no balustrades or any other form of enclosure shall be fixed around this area at first floor level. Reason: To prevent the creation of a balcony area which would be harmful to the amenity of the occupiers of 123 St Helen's Avenue.

That samples of the materials to be used for the external walls and roofs shall be submitted to and approved in writing by the Local Planning Authority before any development commences. Reason: To ensure details of the development are satisfactory in accordance with Policy G8 of the adopted South Oxfordshire Local Plan.

That a sample of the colour and type of render shall be submitted to and approved in writing by the Local Planning Authority before development commences. Reason: To ensure that details of the development are satisfactory in accordance with Policy G8 of the adopted South Oxfordshire Local Plan.

That, details of the materials and finishes of all the external windows and doors, including the garage door, shall be submitted to and approved in writing by the Local Planning Authority. Reason: To ensure that details of the development are satisfactory in accordance with Policy G8 of the adopted South Oxfordshire Local Plan.
