Description
Construction of new parish centre with associated access, parking, and external works. (As clarified by Design Statement accompanying Agent's letter dated 6 May 2005 and amended by drawing no.PCD/08B accompanying letter from Agent dated 11 May 2005).
Conditions / Refusal Reasons
That the development must be begun not later than the expiration of five years beginning with the date of this permission and if this condition is not complied with this permission shall lapse.
Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990.
That samples of all materials to be used in the external construction and finishes of the development hereby permitted shall be submitted to and approved in writing by the Local Planning Authority before the development is commenced.
Reason: To safeguard the character of the area and to comply with Policies G1 and G8 of the adopted South Oxfordshire Local Plan.
That prior to the commencement of any other development to which this permission relates, the means of access between the land and the highway shall be formed, laid out and constructed strictly in accordance with the specification of the means of access attached hereto, and all ancillary works therein specified shall be undertaken strictly in accordance with the said specification.
Reason: In the interests of highway safety and convenience and to comply with Policies G1 and G10 of the adopted South Oxfordshire Local Plan.
That the parking provision shall be as shown on the deposited drawing, reference PCD 08B all constructed, surfaced and laid out, retained and maintained.
Reason: To comply with the Local Planning Authority's vehicle parking standards and to protect local amenities and to comply with Policies G1 and G10 of the adopted South Oxfordshire Local Plan.
That details of any lighting of the car park shall be submitted to and approved in writing by the Local Planning Authority prior to being installed.
Reason: In the interests of highway safety and convenience and to comply with Policies G1 and G7 of the adopted South Oxfordshire Local Plan.
That sound attenuation measures shall be incorporated in the construction of the building, details of which shall be first agreed in writing with the Local Planning Authority and implemented prior to occupation of the building.
Reason: To ensure that the development is not unneighbourly and to comply with Policies G1 and G7 of the adopted South Oxfordshire Local Plan.
A scheme for the hard and soft landscaping of the site, which should include details for the planting of live hedges, trees and shrubs, for the treatment of the access road, parking areas and hardstandings and for the provision of boundary fences or screen walls, shall be submitted to and approved in writing by the Local Planning Authority prior to the commencement of the development hereby permitted.
Reason: To help to assimilate the devleopment into its surroundings
and to comply with Policies G1 and G9 of the adopted South Oxfordshire Local Plan.
That the approved scheme shall be implemented within 12 months of the commencement of the development hereby permitted. In the event of any of the existing or newly planted hedges, trees or shrubs so planted dying or being seriously damaged, destroyed or diseased within 5 years of the completion of the development, they shall be replaced by an equivalent number of trees and shrubs of the same species in the next planting season following their demise, unless otherwise previously agreed to in writing by the local planning authority.
Reason: To help assimilate the development into its surroundings and to comply with Policies G1 and G9 of the adopted South Oxfordshire Local Plan.
The plans and details to be submitted in accordance with conditions 7 and 8 shall include:-
i) a plan showing the location of all hedges on the site, confirming the height and width of the hedge which is to be retained as part of the development
ii) details of any topping or lopping proposed to the hedge which is to be retained
iii) details of how the hedge shall be protected during construction in accordance with BS 5837 (1991) "Trees in relation to construction"
vi)The definition of areas for storage or stockpiling of materials, temporary on-site parking , site offices, huts, mixing of cement or concrete and fuel storage.
v) The specification of the routing and means of installation of drainage or any underground services in the vicinity of retained trees.
Reason: To help assimilate the development into the surroundings and to comply with Policies G1 and G9 of the adopted South Oxfordshire Local Plan.
That the "no dig method" of construction shall be applied with a porous surface within 3.5 m of the trees in the hedge. Details shall be submitted to and approved in writing by the Local Planning Authority prior to the commencement of works.
Reason: To safeguard the character of the area and to comply with Policies G1 and G9 of the adopted South Oxfordshire Local Plan.
That details of surface water drainage works shall be submitted to and approved in writing by the Local Planning Authority prior to the development commencing.
Reason: In the interests of public health and to comply with Policies G1 and G6 of the adopted South Oxfordshire Local Plan.
That development shall not begin until a scheme for the disposal of foul sewage has been submitted to and approved in writing by the Local Planning Authority.
Reason: In the interests of public health and to avoid pollution and to comply with Policies G1 and G6 of the adopted South Oxfordshire Local Plan.
