Conditions / Refusal Reasons
That, having regard to the location of the site at this prominent road junction on the edge of Milton Common, the change of use of land for the stationing of 32 touring caravans and associated buildings and hardstandings would detract from the rural character and the visual amenity of the area and the landscape setting of Milton Common contrary to Policies G2, G4, C1, C4 and TSM6 of the adopted South Oxfordshire Local Plan.

Notwithstanding refusal reason 1, the proposal lacks adequate information on how the site would be landscaped to minimise the impact of development on the surrounding landscape. As such the proposal is contrary to Policies D1 and TSM6 of the adopted South Oxfordshire Local Plan and advice contained within the South Oxfordshire Landscape Assessment.

That having regard to the proximity of the pitches to Cranmer Rise to the west of the site, the proposal represents an unacceptable form of development that would give rise to noise and disturbance and would detract from the residential amenity of residents of that property. As such the proposal would be contrary to Policies G2 and TSM6 of the adopted South Oxfordshire Local Plan.
