That, having regard to its height, proposed rooflights in the west facing elevation, and relationship to No 11 Simon Close, the proposed first floor extension would have an overbearing and oppressive effect and give a perceived impression of overlooking detrimental to the residential amenity of occupiers of 11 Simons Close, contrary to Policy H12 of the adopted South Oxfordshire Local Plan. Policy H13 of the South Oxfordshire Local Plan 2011 Second Deposit Draft and the provisions of Section 4.6 of the adopted South Oxfordshire Design Guide.
