Conditions / Refusal Reasons
The Development Plan identifies appropriate locations for new development. Within the Green Belt there is a general presumption against new housing in order to restrain development and planning permission will not be granted for development on the edge of settlements or where it would consolidate an existing ribbon of development. In this case the site is located within the Oxford Green Belt, an Area of Great Landscape value and within a ribbon of development on the edge of Horspath. The replacement of the existing bungalow on the site with two detached dwellings would serve to consolidate this ribbon of development and would be inappropriate development as defined in PPG2, which is by definition harmful, and would detract from the open nature and rural character of the Green Belt and the landscape setting of Horspath. As such the proposal represents an unacceptable form of development that would be contrary to the advice contained in Planning Policy Guidance Note 2 Green Belts, Policies G1 and G4 of the Oxfordshire Structure Plan 2011, Policies G1, GB2, C3 and H6 of the adopted South Oxfordshire Local Plan and Policies G2, GB2, C2 and H6 of the South Oxfordshire Local Plan 2011 Second Deposit Draft.
