That having regard to its inappropriate bulk and domestic appearance, the proposed building would result in an incongruous and intrusive form of development that would increase the built-up appearance of the site and would detract from the character and appearance of the area which lies within the Chilterns Area of Outstanding Natural Beauty. As such the development would contravene the adopted South Oxfordshire Local Plan particularly policies G1, G8 and C2, the South Oxfordshire Local Plan 2011 (Second Deposit Draft) particularly policies G1, G6, C2 and H13, the South Oxfordshire Design Guide and the Chilterns Buildings Design Guide.
