The proposals are contrary to polices G1, C1 and C2 of the adopted South Oxfordshire Local Plan and to policies G2, C1 and C2 in the South Oxfordshire Local Plan 2011 (Second Deposit Draft September 2003). Having regard to the location of the site within the Chilterns Area of Outstanding Natural Beauty, and to the height and extent of the proposed fencing and gates the proposals would result in an inappropriate form of development that would fail to conserve or enhance the natural beauty and special wooded landscape quality of this Area of Outstanding Natural Beauty.
