That the proposals are contrary to policies G8, CON7 and CON10 of the Adopted South Oxfordshire Local Plan, to policies G6, CON7, CON10 and H13 of the South Oxfordshire Local Plan 2011 (Second Deposit Draft September 2003), and to advice contained in the South Oxfordshire Design Guide, sections CP2 and BD1. Having regard to its excessive size and unsatisfactory roof design the proposed garden shed and carport would result in a form of development that would detract from the setting of 31 Upper High Street, a Grade II Listed Building, and would fail to preserve or enhance the character and appearance of the Thame Conservation Area.
