That the development must be begun not later than the expiration of three years beginning with the date of this permission and if this condition is not complied with this permission shall lapse. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.

That notwithstanding the provisions of the Town and Country Planning General Development Order 1995 (or any order revoking or re-enacting that Order), the garage, which is the subject of this application shall be used as a florist shop only as described in the application and no other use whatsoever, unless planning permission has first been granted by the Local Planning Authority on a formal application in respect thereof. Reason: To ensure that the proposal is not harmful to the amenity of the occupiers of nearby neighbouring properties in accordance with Policy E6 of the adopted South Oxfordshire Local Plan.

That prior to the first occupation and use of the new florist shop, the existing retail use at 42 Wood Lane shall cease and the area converted back to a residential use in connection with the existing property. Reason: In order to control the level of retail of this use and the protect local amenities in accordance with Policies G1 and G7 of the adopted South Oxfordshire Local Plan.

This permission shall ensure only for the benefit of the occupier of 42 Wood Lane and for no other person(s) or organisation(s) and shall not ensure for the benefit of the land. Reason: To ensure that adequate parking is retained and to ensure the development is not unneighbourly in accordance with Policies G7, G10 and G11 of the adopted South Oxfordshire Local Plan.
