Conditions / Refusal Reasons
That the site lies in the open countryside in an area where the Council's planning policies and PPS7 do not allow for the erection of a new dwelling unless it is to meet the essential needs of an agricultural, forestry or other full time worker to live at or in the immediate vicinity of their work. Whilst the applicant's ability and intention to develop the enterprise is accepted, this cannot be done without the acquisition of additional land or using the application land more intensively. No evidence has been provided to demonstrate that such land can be acquired with mid to long term security. It is considered that the more intensive use of the land for equestrian purposes would detract from the rural character and appearance of the area, which lies within the Chilterns Area of Outstanding Natural Beauty. Therefore it is considered that the development does not comply with the criteria set out in Annexe 1 of PPS7 and that it would be contrary to the adopted South Oxfordshire Local Plan, particularly policies H6, H14, H19 and C2 and to the South Oxfordshire Local Plan (Second Deposit) Draft, particularly policies H6, A6, H15 and C2
