Conditions / Refusal Reasons
That the development must be begun not later than the expiration of three years beginning with the date of this permission and if this condition is not complied with this permission shall lapse. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.

That any alterations to the external walls and roofs of the buildings shall be carried out and finished in accordance with a schedule of materials and finishes which shall first have been submitted to and approved in writing by the Local Planning Authority before development/works commence. Reason: To ensure that the appearance of the building(s) is satisfactory in accordance with Policies G8 and E8 of the adopted South Oxfordshire Local Plan.

That a detailed specification of any external ducts, flue pipes or means of external venting shall be submitted to and approved in writing by the Local Planning Authority before development/works commence. Reason: To ensure that the details of the development/works are satisfactory in accordance with Policies G8 and E8 of the adopted South Oxfordshire Local Plan.

That a detailed specification, including drawings at a scale of 1:20, of the type, design and external finish of all windows, external doors and rainwater goods shall be submitted to and approved in writing by the Local Planning Authority prior to development/works commencing. Reason: To ensure that the appearance of the building(s) is satisfactory in accordance with Policies G8 and E8 of the adopted South Oxfordshire Local Plan.

That the residential unit to be provided within the barn shall not be occupied other than for the purposes of holiday accommodation and shall not be let to the same persons for more than 28 days in any calendar year. Reason: The creation of an unrestricted and separate residential unit would conflict with Policies H6 and E8 of the adopted South Oxfordshire Local Plan.

That the residential unit to be provided within the stable building shall not be occupied other than by staff whose sole employment is at The Black Horse Public House, Checkendon or for the purposes of holiday accommodation which shall not be let to the same persons for more than 28 days in any calendar year. Reason: The creation of a unrestricted residential unit would conflict with Policies H6 and E8 of the adopted South Oxfordshire Local Plan.

That notwithstanding the provisions of the Town and Country Planning (General Permitted Development) Order 1995 (or any Order revoking or re-enacting that Order) no development within Schedule 2, Parts 1 and 2 of the Order shall be undertaken on the land unless planning permission has been granted by the Local Planning Authority on a formal application submitted for such development. Reason: To protect local amenities in accordance with Policies C2 and E8 of the adopted South Oxfordshire Local Plan.

That the area around the barns shall not be subdivided to provide separate residential curtilage for the residential units hereby permitted Reason: To protect the rural character and appearance of the area in accordance with Policies C2 and E8 of the adopted South Oxfordshire Local Plan.

That notwithstanding the bat survey carried out in May 2006 which did not find any evidence of bat activity in the buildings, if any such activity is discovered during building works all works should cease immediately and not re-commence until the written consent of the Local Planning Authority is received following consultation with English Nature. Reason: To protect any bats that are present in accordance with Policy C8 of the adopted South Oxfordshire Local Plan.
