Conditions / Refusal Reasons
That the development must be begun not later than the expiration of three years beginning with the date of this permission and if this condition is not complied with this permission shall lapse.
Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.
That the horse walker hereby permitted shall only be used for private purposes by the occupants of Cookley Hill Farm and shall not be used in connection with any commercial or business use.
Reason: A more intensive use of site would be likely to generate more traffic and activity that could detract from the character and amenities of the area contrary to Policies G1, C2 and R10 of the South Oxfordshire Local Plan.
That, prior to the first use of the walker hereby permitted, a scheme for supplementary planting along the roadside (northern) and side (eastern) boundary of the front paddock shall be submitted to and approved in writing by the Local Planning Authority. Thereafter the planting shall be conducted during the first planting season following the installation of the walker.
Reason:To help assimilate the development into the local landscape in accordance with Policies C2 and R10 of adopted South Oxfordshire Local Plan.
That notwithstanding the extent of the red edged site area shown on the submitted plans the change of use of land to the exercising of horses shall be limited to the north east paddock in which the horse walker is sited.
Reason: A more extensive use of the site for the exercising of horses would have to be assessed on its merits having regard to the extent of the buildings and land that would be involved in accordance with Policies G1, C2 and R10 of the South Oxfordshire Local Plan.
