Conditions / Refusal Reasons
That the development must be begun not later than the expiration of five years beginning with the date of this permission and if this condition is not complied with this permission shall lapse. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990.

That samples of the materials to be used for the external walls and roof shall be submitted to and approved in writing by the Local Planning Authority before any development commences. Reason: To ensure that details of the development are satisfactory in accordance with Policy G8 of the adopted South Oxfordshire Local Plan.

That a drawing at a scale of 1:20 detailing the dormer window cheeks shall be submitted to and approved in writing by the Local Planning Authority. Reason: To ensure that details of the development are satisfactory in accordance with Policy G8 of the adopted South Oxfordshire Local Plan.

That notwithstanding any indication to such matters on the submitted plans the first floor bathroom windows on the south elevation shall be obscured glazed and so retained. Reason: To ensure the development is not unneigbourly in accordance with Policy H12 of the adopted South Oxfordshire Local Plan.

That prior to the first occupation and use of the new garages, the existing outbuildings to the east of the house shall be demolished and the materials therefrom removed from the site. Reason: To safeguard the character or the area in accordance with Policy C2 of the adopted South Oxfordshire Local Plan.

That the garage shall be retained as such and not converted to ancillary residential accommodation or used for a commercial or business associated use, unless planning permission has first been granted by the Local Planning Authority. Reason: To safeguard the character of the site and the amenity of the occupiers of the nearby residential properties in accordance with Policy H12 of the adopted South Oxfordshire Local Plan.

That a scheme for both the hard and soft landscaping of the site shall be submitted to and approved in writing by the Local Planning Authority before development commences. The scheme shall then be implemented as approved within 12 months of the commencement of development and thereafter be maintained in accordance with the approved scheme. Reason: To help assimilate the development into its surroundings in accordance with Policy G8 of the adopted South Oxfordshire Local Plan.

That prior to the commencement of development a tree protection scheme in relation to the existing fir tree next to the outbuildings shall be submitted to and approved in writing by the Local Planning Authority. The tree protection measures shall be implemented and inspected on site by the Local Planning Authority prior to the commencement of demolition.

That prior to the commencement of any other development to which this permission relates, the means of access between the land and the highway shall be formed, laid out, constructed and made available for use in all respects to the satisfaction of the Local Planning Authority. Reason: In the interest of highway safety and convenience in accordance with Policy G10 of the adopted South Oxfordshire Local Plan.

That prior to the first use of the new access, the existing access shall be closed and made good, details of which shall be submitted to and approved in writing by the Local Planning Authority and shall be implemented as approved. Reason: In the interest of highway safety and convenience and to safeguard the character of the area in accordance with Policy G10 of the adopted South Oxfordshire Local Plan.

Prior to the first use of the new access the parking and turning areas (as on amended drawing reference 1541/05) shall be provided and shall be constructed, laid out, surfaced (bound material), drained and completed, and shall be retained unobstructed except for the parking and turning of vehicles at all times. Reason: In the interest of highway safety in accordance with Policy G11 of the adopted South Oxfordshire Local Plan.
