Conditions / Refusal Reasons
That the development must be begun not later than the expiration of five years beginning with the date of this permission and if this condition is not complied with this permission shall lapse. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990.

That the external walls and roof(s) shall be constructed and finished in accordance with a schedule of materials and finishes which shall first have been submitted to and approved in writing by the local planning authority before development/works commence. Reason: To ensure that the appearance of the building(s) is satisfactory in accordance with Policy G8 of the adopted South Oxfordshire Local Plan.

That prior to the first occupation of the development hereby permitted the first floor bathroom windows in the south elevation shall be glazed with opaque glass and the glazing incorporated in the windows shall thereafter be retained and maintained as such. Reason: To ensure that the development is not unneighbourly in accordance with Policies H4 and H11 of the adopted South Oxfordshire Local Plan.

That the first floor kitchen window in the south elevation of the building shall be constructed to have a minimum finished floor level to cill height of not less than 1.7 metres and shall be retained as such thereafter. Reason: To ensure that the development is not unneighbourly in accordance with Policies H4 and H11 of the adopted South Oxfordshire Local Plan.

That notwithstanding the provisions of the Town and Country Planning (General Permitted Development) Order 1995 (or any order revoking or re-enacting that Order) no additional windows or any other openings shall be inserted in the south elevation of the development (except any that may be included on the plans hereby permitted) unless planning permission has been granted by the local planning authority on a formal application submitted for such development. Reason : To protect local amenities in accordance with Policies H4 and H11 of the adopted South Oxfordshire Local Plan.

That no flat shall be occupied until space has been laid out within the site for 9 cars to be parked and for vehicles to turn so that they may enter and leave the site in forward gear. Thereafter the parking shall be permanently retained as such. Reason: To comply with the Local Planning Authority's vehicle parking standards and to protect local amenities in accordance with Policies G8 and G11 of the adopted South Oxfordshire Local Plan.

That no dwelling shall be occupied until bicycle parking and bin storage hjas been provided in accordance with details that shall first have been submitted to and approved in writing by the Local Planning Authority. Thereafter the bicycle parking and bin storage shall be retained as such. Reason: To comply with the Council¿s standards in accordance with Policies G1 and H11 of the adopted South Oxfordshire Local Plan.

That prior to the commencement of any other development to which this permission relates, the means of access between the land and the highway shall be formed, laid out and constructed strictly in accordance with the specification of the means of access attached hereto, and all ancillary works therein specified shall be undertaken strictly in accordance with the said specification. Reason: In the interests of highway safety and convenience in accordance with Policy G10 of the adopted South Oxfordshire Local Plan.

That the existing vehicular access be not used and prior to the first occupation of any of the flats shall be closed by the erection of a timber fence and retained as such thereafter. Reason: In the interests of highway safety and convenience in accordance with Policy G10 of the adopted South Oxfordshire Local Plan.
