Conditions / Refusal Reasons
That the development must be begun not later than the expiration of five years beginning with the date of this permission and if this condition is not complied with this permission shall lapse.
Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990.
That a hedge of a species to be first agreed with the local planning authority shall be planted along the southern and eastern boundaries of the land within the first planting season following completion of the development, and the hedges so planted shall be tended to grow to, and be maintained at, a height of not less than 2 metres and any plant which may die or becomes seriously damaged or destroyed within five years of the completion of the planting shall be replaced with a species of the same type as that being replaced, unless written consent to any variation of these terms is given by the Local Planning Authority.
Reason: To help to assimilate the development into its surroundings in accordance with Policy G9 of the adopted South Oxfordshire Local Plan.
That no development shall commence until details of the surfacing material for the car park have been submitted to and approved in writing by the Local Planning Authority. The car park shall not be used until the surfacing has been laid in accordance with the approved details.
Reason: To help to assimilate the development into its surroundings in accordance with Policy G9 of the adopted South Oxfordshire Local Plan.
That prior to the commencement of any other development to which this permission relates, the means of access between the land and the highway shall be formed, laid out and constructed strictly in accordance with the specification of the means of access attached hereto, and all ancillary works therein specified shall be undertaken strictly in accordance with the said specification.
Reason: In the interests of highway safety and convenience in accordance with Policy G10 of the adopted South Oxfordshire Local Plan.
No surface water from the car park shall be discharged onto the public highway

That the proposed gate shall be installed 5 metres back from the edge of the carriageway of the road and shall only open in towards the car park.
Reason: In the interests of highway safety and convenience in accordance with Policy G10 of the adopted South Oxfordshire Local Plan.
That there shall be no lighting in the car park unless otherwise first agreed in writing by the Local Planning Authority.
Reason: To protect the rural character and appearance of the area in accordance with Policies G1 and C3 of adopted South Oxfordshire Local Plan.
