Conditions / Refusal Reasons
That having regard to the restricted size and irregular shape of the application site, the proposals represent an over intensive development that would appear cramped and incongruous on this prominent and highly sensitive site in the heart of the Thame Conservation Area. In addition it is considered that the form and design of the proposed scheme does not respect nor relate satisfactorily to its surroundings, particularly to the frontage grade 11 listed buildings and in this way the proposals would detract from the character, appearance and setting of 9 and 10 High Street and would neither preserve nor enhance the character and appearance of this part of the Thame Conservation Area. In this way the proposals would be contrary to policies G1, G8, H4, CON7, CON 10 and CON 15 of the adopted South Oxfordshire Local Plan, policies G2, G6, H4, CON 7 and CON 10 of the South Oxfordshire Local Plan 2011 Second Deposit Draft 2003, advice contained in PPG 15 - Planning and the Historic Environment and advice contained in the South Oxfordshire Design Guide.
That having regard to the outlook from flats 1 - 7, being towards a high blank brick wall on the opposite side of the passageway and towards either a service yard or a parking area to the rear, it is considered that the proposed flats 1 - 7 would provide a poor standard of residential amenity for future occupiers. In addition it is considered that the noise emanating from the refrigeration plant serving the frontage butchers shop would be likely to cause significant disturbance to the future residents of the flats. In this way the proposals would be contrary to policies G1, G7 and H4 of the adopted South Oxfordshire Local Plan and policies G2, H4 and EP2 of the South Oxfordshire Local Plan 2011 Second Deposit Draft 2003.
