That having regard to the subdued nature and appearance of the existing dwelling on the site and to the lack of an acceptable scheme for the redevelopment of the site, it is considered that this application is premature and the loss of the existing building would neither preserve or enhance the character and appearance of the Thame Conservation Area. As such, the proposal would be contrary to Policy CON9 of both the adopted South Oxfordshire Local Plan and the South Oxfordshire Local Plan 2011 Second Deposit Draft 2003.
