Conditions / Refusal Reasons
That having regard to the size of the site and to its location on the southern edge of Watlington, the proposal to redevelop the site for residential use would extend the built up area of the village into the countryside and detract from the unspoilt, rural character of the site and its surroundings. In this way the proposal would be contrary to policies G1, G5, H1, EN1 and EN4 of the Oxfordshire Structure Plan, policies G1, G5, C3, C6 and H6 of the adopted South Oxfordshire Local Plan and policies G2, G4, C1, C4 and H6 of the South Oxfordshire Local Plan 2011 Second Deposit Draft 2003.
That the proposed new access is at a point where visibility is substandard and would lead to danger and inconvenience to people using it and to highway users in general. In addition there is no footway on Howe Road and no street lighting which would add to the danger and inconvenience. In this way the proposal would be contrary to policy T18 of the Oxfordshire Structure Plan, policy G10 of the adopted South Oxfordshire Local Plan and policy T1 of the South Oxfordshire Local Plan 2011 Second Deposit Draft 2003.
That the site lies within Flood Zone 3 and the application is not accompanied by a Flood Risk Assessment as required by PPG 25. In this way, insufficient information has been submitted and the proposal would be contrary to policy G16 of the adopted South Oxfordshire Local Plan and policy EP5 of the South Oxfordshire Local Plan 2011 Second Deposit Draft 2003.
That insufficient information has been submitted to show that residential redevelopment of the site could be achieved without damage to the health and future longevity of established trees on the site. In this way the proposal would be contrary to policies G8 and C16 of the adopted South Oxfordshire Local Plan and policy C10 of the South Oxfordshire Local Plan 2011 Second Deposit Draft 2003.
That insufficient information has been submitted to show that foul sewage can be satisfactorily discharged from the site in that the nearest foul sewer is some 150 metres away. In this way the proposal would be contrary to policy G6 of the adopted South Oxfordshire Local Plan and policy D10 of the South Oxfordshire Local Plan 2011 Second Deposit Draft 2003.
That the site extends to 0.5 ha and is therefore subject to a provision of 40% affordable housing. Insufficient information accompanies the application to demonstrate such provision will be made and in this way the proposal would be contrary to policy H7 of the adopted South Oxfordshire Local Plan and policy H9 of the South Oxfordshire Local Plan 2011 Second Deposit Draft 2003.
