Conditions / Refusal Reasons
That the removal of the stairs and associated historic fabric would be harmful to the special architectural and historic interest of the listed building. No justification for the removal of the stairs or assessment of the significance of the historic fabric to be removed accompanies the application. As such, the proposal would be contrary to the provisions of the Council's adopted Local Plan, particularly Policy CON5, and the South Oxfordshire Local Plan 2011 Second Deposit (Draft), particularly Policy CON5, and to the guidance contained within Annex C of PPG15, particularly paragraphs C.58 and C.62.

That having regard to the introduction of internal features that do not reflect historic building traditions, the proposed insertion and location of the remodelled staircase and stairwells would further erode the special architectural and historic character and appearance of the listed building.
