Conditions / Refusal Reasons
That the site lies outside the built-up area of the village of Kidmore End and is part of an important gap between Kidmore End and Sonning Common. The site also lies within the Chilterns Area of Outstanding Natural Beauty. It is considered that the stationing of caravans on the land, together with the associated domestic paraphernalia, would erode the open rural character of the area and detract from the landscape setting of Kidmore End. Therefore the development is contrary to the provisions of the Oxfordshire Structure Plan 2011, particularly policies G1, G5, EN1 and EN4, the adopted South Oxfordshire Local Plan , particularly policiesG1, G5, C2, C6, H6 and H21 and the South Oxfordshire Local Plan 2011 (Second Deposit) Draft, particularly policies G2, G4, C1, C2 H6 and H17. There is no information accompanying the application to justify setting aside these established planning policies

That the application fails to demonstrate that the site can be provided with a vehicular access that would be safe to use for the occupiers of the site and would not cause danger and inconvenience to other users of the public highways in the vicinity of the site. Therefore the development would be contrary to the provisions of the adopted South Oxfordshire Local Plan, particularly policy G10 and the South Oxfordshire Local Plan 2011 (Second Deposit) Draft, particularly policy T1.
