That the proposed mast and ancillary equipment housing would by virtue of its height, siting and prominent location, result in an incongruous and visually intrusive form of development that would demonstrably harm visual amenity, and would fail to preserve and enhance the special landscape qualities and appearance of the Chilterns Area of Outstanding Natural Beauty. As such the proposal is considered to be contrary to Policies G1, C2 and G15 of the adopted South Oxfordshire Local Plan and Policies G2, C2, and TE1 of the First Deposit Draft of the South Oxfordshire Local Plan 2011, Central government advice in PPG8 'Telecommunications' (2001) and circular 4/99 'Planning for Telecommunications'.
