Conditions / Refusal Reasons
That the development must be begun not later than the expiration of five years beginning with the date of this permission and if this condition is not complied with this permission shall lapse.
Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990.
That colours and samples of the materials to be used for the walls and roofs of the building shall be submitted to and approved in writing by the Local Planning Authority prior to the commencement of the development.
Reason: To ensure a satisfactory design of the building in accordance with Policies G1 and G8 of the adopted South Oxfordshire Local Plan.
That details of any external lighting to the building shall be submitted to and approved in writing by the Local Planning Authority. Any lighting shall have no upward light spill.
Reason: To prevent light pollution in accordance with Policy G7 of the adopted South Oxfordshire Local Plan.
That the building shall be closed to the public between the hours of 12 midnight to 07:00 on Sunday to Thursday and 01:00 to 07:00 Friday and Saturday unless otherwise first agreed in writing with the Local Planning Authority.
Reason: To ensure that the development is not unneighbourly in accordance with Policy G7 of the adopted South Oxfordshire Local Plan.
That noise from fixed plant and machinery including air conditioning, ventilation and kitchen extract shall not exceed 35db(A) LAeq (10 minutes) as measured one metre from any residential façade

That there shall be no external flues, vents or air conditioning units on the external elevation of the building unless previously first approved in writing by the Local Planning Authority.
Reason: To protect the visual character of the area in accordance with Policy G8 of the adopted South Oxfordshire Local Plan.
That details of any advertising features on the external elevations of the building shall be submitted to and first agreed in writing with the Local Planning Authority.
Reason: To safeguard the visual amenities of the town centre in accordance with Policy G8 of the adopted South Oxfordshire Local Plan.
That the building shall incorporate a grey water recycling system that uses rainwater in accordance with a scheme to be submitted to the Local Planning Authority for approval in writing prior to commencement of the development.
Reason: To provide a sustainable form of development in accordance with Policy G2 of the adopted South Oxfordshire Local Plan.
