That, having regard to the external and internal alterations necessary to carry out the proposed conversion of the building to domestic use, in particular the glazing of the main barn door, the insertion of additional windows and a flue ,the essential character and appearance of the barn would be irrevocably harmed contrary to policies G1, G8, C11, Con 7 and Con 10 of the adopted South Oxfordshire Local Plan, policies G2, G6, E8, Con 7 and Con 10 of the South Oxfordshire Local Plan 2011, Section 4.7 of the South Oxfordshire Design Guide and guidance set out in PPG 15.

The proposed alterations to the barn, which is considered to be an attractive feature within the Preston Crowmarsh Conservation Area, would adversely affect its essential character and would not preserve or enhance the Conservation Area contrary to policies G1, Con 8 and Con 10 of the adopted South Oxfordshire Local Plan and policies G2 and Con 10 of the South Oxfordshire Local Plan 2011 Second Deposit Draft.
