Conditions / Refusal Reasons
That the development must be begun not later than the expiration of five years beginning with the date of this permission and if this condition is not complied with this permission shall lapse. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990.

That before any work is undertaken in pursuance of this consent, such steps shall be taken and such works shall be carried out to secure the safety and stability of the building during the alterations, and to provide protection for the building against the weather during the progress of the works. Reason: To secure the safety and protection of the building and in accordance with Policy G1 of the adopted South Oxfordshire Local Plan.

That samples of the materials to be used for the external walls including new retaining walls and roofs shall be submitted to and approved in writing by the Local Planning Authority before development commences. Reason: To ensure that the details of the development are satisfactory in accordance with Policy G8 of the adopted South Oxfordshire Local Plan.

That development shall not begin until a detailed specification of the type, design and external finish of all windows, external doors and rainwater goods has been submitted to and approved in writing by the Local Planning Authority. Reason: To ensure that the details of the development are satisfactory in accordance with Policy G8 of the adopted South Oxfordshire Local Plan.

That no development shall take place until written approval has been given by the Local Planning Authority to sample panels of all external walling materials to be used in the development. The sample panels shall be erected on the site of the development and retained until development is completed and the panels shall thereafter be removed from the site. Reason: To ensure that the details of the development are satisfactory in accordance with Policy G8 of the adopted South Oxfordshire Local Plan.

That development shall not begin until a detailed specification at a scale of 1:20 of the type, design and external finish of all windows and external doors has been submitted to and approved in writing by the Local Planning Authority. Reason: To ensure that the details of the development are satisfactory in accordance with Policy G8 of the adopted South Oxfordshire Local Plan.

That a scheme for the landscaping of the site including the planting of live trees and shrubs, the erection of fencing and walling, the treatment of the access road and hardstandings and the demarcation of the edge of the public highway shall be submitted to and approved in writing by the Local Planning Authority prior to the commencement of the development hereby permitted. The scheme shall be implemented as approved within 12 months of the commencement of the approved development and thereafter be maintained in accordance with the approved scheme. In the event of any of the trees or shrubs so planted dying or being seriously damaged or destroyed within 5 years of the completion of the development, a new tree or shrub or equivalent number of trees or shrubs, as the case may be, of a species first approved by the Local Planning Authority, be planted and properly maintained in a position or positions first approved by the Local Planning Authority. Reason: To help assimilate the development into its surroundings in accordance with Policy G9 of the adopted South Oxfordshire Local Plan.

That notwithstanding any indication as to those matters which may have been given in the application and the requirements of Condition 7 above no development shall take place including the removal of the existing tree and or any site works until a scheme showing the planting of a minimum of three semi mature trees with stem diameters between 25 and 30 centimetres diameter as a replacement for the mature beech tree has been submitted to and approved in writing by the Local Planning Authority. The scheme shall include planting species, size and tree pit construction specifications with such specification identifying appropriate conditions as necessary to ensure the trees will survive and develop and be compatible with site features, provide for areas of soft landscaping beneath the tree canopies and provision made for root growth beneath surfaced areas. The scheme shall be implemented as approved within 12 months of the commencement of the approved development and thereafter be maintained in accordance with the approved scheme. In the event of any of the trees so planted dying or being seriously damaged or destroyed within 5 years of the completion of the development, a new tree or equivalent number of trees as the case may be of a species first approved by the Local Planning Authority be planted and properly maintained in a position or positions first approved by the Local Planning Authority. Reason: To help to assimilate the development into its surroundings in accordance with Policy G9 of the adopted South Oxfordshire Local Plan.

That before the commencement of any site works or operations relating to the development hereby permitted, an arboricultural method statement to ensure the satisfactory protection of existing retained trees and hedges during the construction period shall be submitted to the Local Planning Authority for approval. Written approval must be obtained prior to commencement of any site works including demolition. The matters to be encompassed within the arboricultural method statement shall include the following:- i) The specification of the location, materials and means of construction of temporary protective fencing and/or ground protection in the vicinity of trees to be retained, in accordance with the recommendations of BS 5837 (1991) 'Trees in Relation to Construction', and details of the timing and duration of its erection; ii) The definition of areas for the storage or stockpiling of materials, temporary on-site parking, site offices and huts, mixing of cement or concrete, and fuel storage; iii) The specification of the routing and means of installation of drainage, the diverted gas pipe or any underground services in the vicinity of retained trees; Reason: To safeguard trees and hedges which are visually important and in accordance with Policy G8 of the adopted South Oxfordshire Local Plan.

That the parking provision shall be as shown on the deposited drawing, reference 349-024 Rev F all constructed, surfaced and laid out, retained and maintained. Reason: To comply with the Local Planning Authority's vehicle parking standards and to protect local amenities in accordance with Policy G11 of the adopted South Oxfordshire Local Plan.

That no spoil or materials shall be deposited or stored on that part of the site lying within the area of land liable to flood as shown on maps held by the Environment Agency. Reason: To prevent the increased risk of flooding due to impedance of flood flows and reduction of flood storage capacity in accordance with Policy G16 of the adopted South Oxfordshire Local Plan.

That no building or raising of ground levels shall take place on that part of the site lying within the area liable to flood. Reason: To prevent the increased risk of flooding due to impedance of flood flows and reduction of flood storage capacity in accordance with Policy G16 of the adopted South Oxfordshire Local Plan.

That any walls or fencing constructed within the area liable to flood shall be designed to be permeable to floodwater. Reason: To prevent the increased risk of flooding due to impedance of flood flows and reduction of flood storage capacity in accordance with Policy G16 of the adopted South Oxfordshire Local Plan.

That notwithstanding the provisions of Article 3 of an Classes A, B, C, D and E of Part 1 of Schedule 2 of the Town and Country Planning (General Permitted Development) Order 1995 or any order revoking or re-enacting that Order) no extensions, additions or alterations of roofs, porches or buildings or enclosures, swimming or other pools shall be erected unless planning permission has first been granted by the Local Planning Authority on a formal application in respect thereof. Reason: To ensure that the development is not unneighbourly and to protect local amenities in accordance with Policies G1 and H12 of the adopted South Oxfordshire Local Plan.

That notwithstanding the provisions of Article 3 of and Class A of Part 2 of Schedule 2 of the Town and Country Planning (General Permitted Development) Order 1995 or any order revoking or re-enacting that Order) no fences (other than those agreed in accordance with Condition 7 above) shall be erected on the land between the front of the converted building and the rivers edge unless planning permission has first been granted by the Local Planning Authority on a formal application in respect thereof. Reason: To protect local amenities in accordance with Policies G1 and C2 of the adopted South Oxfordshire Local Plan.
