That, having regard to the style, height and alignment of the proposed railings and their juxtaposition with the existing retaining walls, picket fences and trees along the route, the proposal represents an unacceptable form of development that would be detrimental to the character and appearance of the adjoining Wallingford Conservation Area. As such the proposal would be contrary to Policies G1, CON8 and CON15 of the adopted South Oxfordshire local Plan and Policies G2 and CON10 of the South Oxfordshire Local Plan 2011 Second Deposit Draft.
