Description
Use of land for storage of caravans in conjunction with adjacent caravan depot and relocation of existing mound from the northern part of the site to the southern part of the site(as clarified by Agents fax of 15th November 2004 and amended by site location plan and certificate B accompanying letter from Agent dated 26 November 2004).
Conditions / Refusal Reasons
That the proposed development would be contrary to policies G1, G4 and EN2 of the Oxfordshire Structure Plan which seek to direct the locations for development to the major towns of the County, to retain the openness of the Green Belt and to minimise the effects of development on the landscape.
That the proposed development would be contrary to the general, green belt and employment policies of both the adopted South Oxfordshire Local Plan G1,GB3, and E6 and the South Oxfordshire Local Plan 2011 Second Deposit Draft G2, GB2, GB3 and E5. These policies seek to generally restrain the overall level of development and enhance the environment and to prevent development on the edge of settlements where it would extend their built up area. They also seek to protect the Oxford Green Belt from inappropriate development or development otherwise harmful to its open nature , rural character and visual amenity and to allow employment related development only where it constitutes a reasonable expansion on an existing site and does not conflict with other policies designed to protect the Green Belt and the landscape. The storage of caravans would represent a harmful expansion of commercial development into the Oxford Green Belt representing an inappropriate and intrusive form of development that would detract from its open and rural character. Insufficient information has been submitted to assess the impact of relocating the mound to the southern boundary of the site on the openness of the Green Belt. No special circumstances have been demonstrated to override these planning objections to the development.
That the proposed cabin, by virtue of its sensitive siting both beyond the built up area of Tiddington and the boundaries of existing commercial development, would represent an intrusive and incongruous from of development which would fail to conserve and enhance the rural character and appearance of the Green Belt and the Area of Great Landscape Value contrary to policies G1, GB2 and C3 of the adopted South Oxfordshire Local Plan and policies G2, GB2 and C4 of the South Oxfordshire Local Plan 2004 Second Deposit Draft.
That, having regard to the difference in land levels between the site and no 8 Sandy Lane Estate, the proposed development would be unneighbourly and oppressive particulary due to the associated security lighting and the use of the access adjacent to 8 Sandy Lane contrary to policies G1 and G7 of the adopted South Oxfordshire Local Plan and policies G2 and EP3 of the South Oxfordshire Local Plan 2011 Second Deposit Draft.
