Conditions / Refusal Reasons
That the development must be begun not later than the expiration of five years beginning with the date of this permission and if this condition is not complied with this permission shall lapse. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990.

That samples of all materials to be used in the external construction and finishes including where the walls will be made good as a result of the the removal of the bay winows on the High Street frontage and the demolition of the flat roof extension in the interior courtyard of the development hereby permitted shall be submitted to and approved in writing by the Local Planning Authority before the development is commenced. Reason: To safeguard the character of the area in accordance with Policy CON6 of the adopted South Oxfordshire Local Plan.

Prior to the commencement of development on the site a staged programmme of archaeological investigation shall be carried out in accordance with a detailed specification of investigation that shall have been submitted to and approved in writing by the Local Planning Authority. Reason: To enable an appropriate level of archaeological investigation of the area including evaluation, excavation and recording, post excavation analysis and the publication of results in accordance with Policy CON17 of the adopted South Oxfordshire Local Plan.

That development shall not begin until a detailed specification of the type, design and external finish of all windows, rooflights, external doors, vents, flues and rainwater goods has been submitted to and approved in writing by the Local Planning Authority. Reason: To safeguard the character of the listed building in accordance with Policy CON6 of the adopted South Oxfordshire Local Plan.

That the brickwork to be used where the walls will be made good as a result of the the removal of the bay winows on the High Street frontage and the demolition of the flat roof extension in the interior courtyard shall be laid in flemish bond and shall be pointed using a lime-based mortar mix. Reason: To safeguard the character and appearance of the historic structure in accordance with Policy CON6 of the adopted South Oxfordshire Local Plan.

That the parts of the building shown to be demolished on drawing no. 0464-P09 shall be demolished and the walls made good in accordance with the requirements of Condition 5 prior to the occupation of any of the residential units. Reason: To safeguard the character of the listed building in accordance with Policy CON6 of the adopted South Oxfordshire Local Plan.

That notwithstanding the provisions of Article 3 of Part 1 of Schedule 2 to the Town and Country Planning (General Permitted Development) Order 1995 (or any order revoking or re-enacting that Order), no development within Classes A, B or D of Part 1 of Schedule 2 to the Order shall be carried out on the land unless planning permission has first been granted by the Local Planning Authority on a formal application in respect thereof. Reason: To ensure that development is not unneighbourly in accordance with Policy G1 of the adopted South Oxfordshire Local Plan.

That no dwelling shall be occupied until space has been laid out within the site for vehicles to be parked as shown on drawing no.0464-P01A; and such parking space shall be retained thereafter. Reason: To comply with the Local Planning Authority's vehicle parking standards and to protect local amenities in accordance with Policy G10 of the adopted South Oxfordshire lOcal Plan.

That a scheme for the hard and soft landscaping of the site, including the retention of the existing cobbles in the courtyard, and the provision of screen walling shall be submitted to and approved in writing by the Local Planning Authority prior to the commencement of the development hereby permitted. The scheme shall be implemented as approved within 12 months of the commencement of the approved development and thereafter be maintained in accordance with the approved scheme to the complete satisfaction of the Local Planning Authority. Reason: To safeguard the character and setting of the listed building in accordance with Policy CON7 of the adopted South Oxfordshire Local Plan.

That prior to the occupation of any dwelling or flat a management plan for the communal gardens and soft landscaped areas shall be submitted to and approved in writing by the Local Planning Authority and shall be implemented as approved and maintained thereafter as such. Reason: To safeguard the character of the area in accordance with Policies G1 and G9 of the adopted South Oxfordshire Local Plan

That prior to the commencement of development on the site a study shall be carried out to: i) investigate whether the new connections to the public sewerage system will be adequate to ensure that the proposal does not pose an unacceptable threat of surcharge, flooding or pollution; ii) confirm that the proposals are in line with advice from DEFRA. If improvements to the system are considered necessary then the study shall determine the magnitude of any new additional capacity required in the system and a suitable mitigation measures if required. The study shall be submitted to and approved in writing by the Local Planning Authority prior to the commencement of development on the site. Reason: To ensure that the infrastructure is sufficient to acccommodate the proposed development in accordance with Policies G1 and G6 of the adopted South oxfordshire Local Plan.

That prior to the commencement of development on the site a method statement detailing the measures to be taken to secure the protection of the wisteria on the High Street frontage during the conversion works shall be submitted to and approved in writing by the Local Planning Authority. The protection measures shall be implemented prior to the commencement of development on the site and shall be kept in place throughout the course of the construction and conversion works. Reason: To safeguard the wisteria which has considerable amenity value in accordance with Polciy CON15 of the adopted South Oxfordshire Local Plan.

That the offices shall be used only for the purposes within B1 of the town and Country Planning (Use classes) Order 1987 as specified in the application and for no other purpose whatsoever unless a planning application has been submitted to and approved by the Local Planning Authority. Reason: To protect local amenities in accordance with Policy G1 of the adopted South Oxfordshire Local plan.
