Conditions / Refusal Reasons
That the development must be begun not later than the expiration of five years beginning with the date of this permission and if this condition is not complied with this permission shall lapse. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990.

That samples of all materials to be used in the external construction and finishes of the development hereby permitted shall be submitted to and approved in writing by the Local Planning Authority before the development is commenced. Reason: To safeguard the character of the area in accordance with Policy G8 of the adopted South Oxfordshire Local Plan.

That a scheme for the landscaping of the site, including the planting of live trees and shrubs, the new pond and drainage system , the coach parking area, the treatment of the access road and hardstandings, and the provision of boundary fencing and screen walling shall be submitted to and approved in writing by the Local Planning Authority prior to the commencement of the development hereby permitted. The scheme shall include details of the proposed maintenance of all planting. The scheme shall be implemented as approved within 12 months of the commencement of the approved development and thereafter be maintained in accordance with the approved scheme to the complete satisfaction of the Local Planning Authority. In the event of any of the trees or shrubs so planted dying or being seriously damaged or destroyed within 3 years of the completion of the development, a new tree or shrub or equivalent number of trees or shrubs, as the case may be, of a species first approved by the Local Planning Authority, be planted and properly maintained in a position or positions first approved by the Local Planning Authority. Reason: To help to assimilate the development into its surroundings.

That the existing trees, shrubs and hedges on the land shall be protected whilst development operations are in progress, in accordance with a scheme to be first agreed in writing with the Local Planning Authority and to be implemented prior to the commencement of the development. Reason: To safeguard the character of the area in accordance with Policy C16 of the adopted South Oxfordshire Local Plan.

That a scheme for the parking area to the east of the site and the coach parking area to the west, shall be agreed in writing with the Local Planning Authority, prior to the commencement of the development. The scheme shall be designed to minimise the impact on the trees and the landscape generally. Reason: To help to assimilate the development into its surroundings and to safeguard the character of the area, in accordance with Policies G9 and C16 of the adopted South Oxfordshire Local Plan.

That the scheme to be submitted in accordance with condition 4 above shall include an arboriculturist's report on the ash tree at the entrance, together with details of the proposed footings of the retaining wall, which shall be designed to ensure minimum damage to tree. Reason: To safeguard the character of the area in accordance with Policy C16 of the adopted South Oxfordshire Local Plan.

That, all means of access between the land and the highway be formed, laid out and constructed in such positions and with such vision splays as shall be approved by, and in all respects to the satisfaction of, the Local Planning Authority. Reason: In the interests of highway safety and convenience.

That, subject to condition 5 above, the parking and turning spaces shown on the approved plan shall be constructed and such spaces shall thereafter be kept permanently available for the use of residents, employees and visitors to the site, prior to the first use of the buildings hereby permitted. Reason: To comply with the Local Planning Authority's vehicle parking standards and to protect local amenities in accordance with Policy G1 of the adopted South Oxfordshire Local Plan.

That the new boiler flue shall be painted black in accordance with a scheme to be agreed in writing by the Local Planning Authority prior to the commencement of the development. Reason: To ensure that the details of the development are satisfactory in accordance with Policy G8 of the adopted South Oxfordshire Local Plan.

That the offices and other uses granted by this permission shall be used and occupied by the Northmoor Trust for the purposes specified in the application only and for no other occupier or use, unless an application in that behalf shall first have been submitted to and approved in writing by the Local Planning Authority. Reason: Because permission is given only in view of the special circumstances in accordance with Policies G1, G2 and G5 of the adopted South Oxfordshire Local Plan.

That no development (unless separately approved in writing by the Local Planning Authority) shall take place within the application area until the applicant, or their agents or successors in title has secured the implementation of a staged programme of archaeological evaluation and mitigation in accordance with a written scheme of investigation that shall first be submitted to and approved by the Local Planning Authority. The programme of work shall include all processing, research and analysis necessary to produce and accessible and useable archive and a full report for publication. The work shall be carried out by a professional archaeological organisation acceptable to the Local Planning Authority. Reason: To ensue that appropriate measures are taken to detect and record archaeological remains in accordance with Policy CON16 of the adopted South Oxfordshire Local Plan.

That no development shall take place until full details of measures for bat mitigation and conservation have been submitted to and approved in writing by the Local Planning Authority. Such details will include an approved DEFRA licence and the works implemented shall, unless otherwise approved in writing by the Local Planning Authority be in accordance with the licence. Reason: To ensure the protection of the bat habitats in accordance with Policy C14 of the adopted South Oxfordshire Local Plan.

That development shall not begin until a scheme for the disposal of foul sewage has been submitted to and approved in writing by the Local Planning Authority. Reason: In the interests of public health and to avoid pollution in accordance with Policy G7 of the adopted South Oxfordshire Local Plan.

That surface water shall not be disposed of other than in accordance with a detailed surface water drainage scheme which shall first have been submitted to and approved in writing by the Local Planning Authority. Reason: In the interests of public health in accordance with Policy G17 of the adopted South Oxfordshire Local Plan.
