Conditions / Refusal Reasons
That the development must be begun not later than the expiration of five years beginning with the date of this permission and if this condition is not complied with this permission shall lapse. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990.

That samples of the materials to be used for the external walls and roof shall be submitted to and approved in writing by the Local Planning Authority before any development commences. Reason: To ensure that the details of the development are satisfactory in accordance with Policy G8 of the adopted South Oxfordshire Local Plan.

That a scheme for the landscaping of the site, including the planting of live trees and shrubs, the treatment of the access road and hardstandings, and the provision of boundary fencing and screen walling shall be submitted to and approved in writing by the Local Planning Authority prior to the commencement of the development hereby permitted. The scheme shall be implemented as approved within 12 months of the commencement of the approved development and thereafter be maintained in accordance with the approved scheme to the complete satisfaction of the Local Planning Authority. In the event of any of the trees or shrubs so planted dying or being seriously damaged or destroyed within 3 years of the completion of the development, a new tree or shrub or equivalent number of trees or shrubs, as the case may be, of a species first approved by the Local Planning Authority, be planted and properly maintained in a position or positions first approved by the Local Planning Authority. Reason: To help to assimilate the development into its surroundings in accordance with Policy G9 of the adopted South Oxfordshire Local Plan.

That no development shall take place within the area marked 'environmental buffer zone' on drawing 0337 002 which accompanied the application. The area shall be landscaped as a wildlife corridor in accordance with details to be agreed as part of the scheme to be agreed in accordance with condition 3 above. Reason: In the interests of nature conservation in accordance with Policy C15 of the adopted South Oxfordshire Local Plan.

Before the development is commenced a detailed site investigation shall be carried out to establish if the site is contaminated, to assess the degree and nature of the contamination present, and to determine its potential for the pollution of the environment. The method and extent of this site investigation shall be agreed with the planning Authority prior to the commencement of the work. Details of appropriate measures to prevent pollution of groundwater and surface water, including provisions for monitoring, shall then be submitted and approved in writing by the Local Planning Authority before development commences. The development shall then proceed in strict accordance with the measures approved. Reason: In the interests of public health and to avoid pollution in accordance with Policy G17 of the adopted South Oxfordshire Local Plan.

During construction, no solid matter shall be stored within 10 metres of the banks of the Bradfords Brook and thereafter no storage of materials shall be permitted in this area. Reason: To prevent flooding of adjoining land and to avoid pollution in accordance with Policy G16 of the adopted South Oxfordshire Local Plan.

The construction of storage facilities for oils, fuels or chemicals shall be carried out in accordance with details submitted to and approved in writing by the Local Planning Authority before development commences. Reason: In the interests of public health and to avoid pollution in accordance with Policy G17 of the adopted South Oxfordshire Local Plan.

That the parking provision shall be as shown on the deposited drawing, reference 0337-002 all constructed, surfaced and laid out, retained and maintained. Reason: In the interests of highway safety and convenience in accordance with Policy G11 of the adopted South Oxfordshire Local Plan.

That provision shall be made for the parking of cycles in accordance with details which shall have been submitted to and approve in writing by the Local Planning Authority prior to the commencement of the development. Reason: To ensure satisfactory development in accordance with Policy G11 of the adopted South Oxfordshire Local Plan.

That no mezzanine or other floors shall be inserted unless an application in that behalf shall first have been submitted to and approved in writing by the Local Planning Authority. Reason: In the interests of highway safety and convenience in accordance with Policy G11 of the adopted South Oxfordshire Local Plan.

That the use shall be restricted to B1(c), B2 and B8 use only. Reason: In the interests of highway safety and convenience in accordance with Policy G7 of the adopted South Oxfordshire Local Plan.

That no use shall be undertaken on the land or in the buildings which causes detriment to the amenities of the area by reason of noise, smoke, fumes, dust, ash or grit. Reason: To ensure that the development is not unneighbourly in accordance with Policy G7 of the adopted South Oxfordshire Local Plan.

That surface water shall not be disposed of other than in accordance with a detailed surface water drainage scheme which shall first have been submitted to and approved in writing by the Local Planning Authority. Reason: In the interests of public health in accordance with Policy G17 of the adopted South Oxfordshire Local Plan.
