Conditions / Refusal Reasons
That the proposal would result in the loss of an essential community facility within the village of Long Wittenham contrary to Policies S7 and CF2 of the adopted South Oxfordshire Local Plan and Policy CF1 of the South Oxfordshire Local Plan 2011 Second Deposit Draft September 2003 and to Government advice set out in Planning Policy Guidance Note 7 which states that those who live in rural areas should have reasonable access to a range of services. Insufficient evidence has been submitted to justify overriding these policies.

That having regard to their size, form and numbers the proposed rooflights would, in combination with those already in situ, detract from the character and appearance of the building and the visual amenity of the street scene, contrary to Policies G1 and G8 of the Adopted South Oxfordshire Local Plan and Policies G2 and D1 of the South Oxfordshire Local Plan 2011 Second Deposit Draft September 2003.

That having regard to their location, the proposed rooflights would have an unneighbourly effect through overlooking, which would be of detriment to the residential amenity that the occupiers of Rose Cottage could reasonably enjoy, contrary to Policy H12 of the adopted South Oxfordshire Local Plan and Policy H13 of the South Oxfordshire Local Plan 2011 Second Deposit Draft September 2003.
