No 51 Littleworth Road is a building of local note identified in the Benson Conservation Area Character Study which has been adopted as SPG by the Local Planning Authority. Although the building has suffered neglect it is a building worthy of retention within the Benson Conservation Area and its demolition would adversely affect the character and appearance of the Conservation Area. There are no acceptable plans for redevelopment of the site. As such the proposal would be contrary to Policy CON9 of the adopted South Oxfordshire Local Plan and Policy CON9 of the Second Deposit Draft South Oxfordshire Local Plan and advice in PPG15.

That the proposal to erect five dwellings with small private garden areas and the amount of parking required represents a cramped overdevelopment of this site which is out of character with this part of the Conservation Area contrary to Policies H4, H11 and CON10 of the adopted South Oxfordshire Local Plan and Policies H4, D3, T2 and CON10 of the Second Deposit Draft South Oxfordshire Local Plan and would undesirably harm the character and appearance of the Conservation Area.

That the proposed development, if permitted, would create additional points of access for vehicles reversing onto Littleworth Road lacking adequate visibility thereby detracting from the free flow of traffic on this one way road to the detriment of highway safety. As such the proposal would be contrary to Policies H4 and G10 of the adopted South Oxfordshire Local Plan and H4 and T1 of the Second Deposit Draft South Oxfordshire Local Plan. The development involves the demolition of a dwelling which could be repaired and renovated and fails to address issues of energy efficient design.
