Demolition of existing dwelling and construction of 8 dwellings (Outline) (as clarified by details of siting, design and external appearance shown on drawings no.s 04.1558/05 and 06 accompanying agent's letter dated 7th September 2004).
Conditions / Refusal Reasons
The layout and form of the proposed residential development represents a cramped overdevelopment of the site that would involve the removal of the existing mature boundary screening and would not allow sufficient space for replacement planting; would not allow for adequate spacing between buildings on the scheme as a whole or adequate private garden areas for plots 1, 4 and 5 in particular and would not, therefore, be in keeping with the character of the surrounding area. Furthermore the provision of two storey houses at the rear of the site in such close proximity to bungalows in Argosy close would create an oppressive and unneighbourly form of development that would detract from the residential amenity of occupants of 8, 10 and 12 Argosy Close. As such the proposal would be contrary to Policies G1, G8, G9 and H4 of the adopted South Oxfordshire Local Plan, Policies G2, G5, G6 and H4 of the South Oxfordshire Local Plan 2011 Second Deposit (Draft) and to the advice contained in section 4.2 of the approved South Oxfordshire Design Guide (BP4 and BP5).
The development plan seeks to prevent inappropriate cases of backland development where problems of disturbance and lack of privacy would be created. In this case the location of the proposed access road, its relationship with 9 Monument Road and its use by seven dwellings would create unacceptable levels of noise and disturbance and would detract from the residential amenity of occupants of 9 Monument Road. As such, the proposal would be contrary to Policies G1, H4 and H18 of the adopted South Oxfordshire Local Plan, Policies G2, and H4 of the South Oxfordshire Local Plan 2011 Second Deposit (Draft).
