Policies G1, G5 and EN1 of the Oxfordshire Structure Plan seek to resist extensions of built development into the open countryside in unsustainable locations. Having regard to the location of the site relative to the surrounding area, the proposals represent an inappropriate extension of built development into the countryside in an unsustainable location, contrary to Policy H6 of the adopted South Oxfordshire Local Plan and the South Oxfordshire Local Plan, 2011, Second Deposit Draft.

That, having regard to the topography of the site and to the siting and number of units proposed, the Council are not satisfied that a satisfactory access and vehicle turning spaces can be provided in a manner which does not either, represent a form of development which would detract from the visual amenity of the locality or, would be detrimental to highway safety by virtue of horizontal alignment or failure to provide a proper turning space for vehicles to turn, and leave the site in a forward direction. In the absence of such provision the development would be detrimental to the safety and convenience of users of the public highway contrary to Policy G10 of the adopted South Oxfordshire Local Plan and Policy D2 of the approved South Oxfordshire Local Plan, 2011, Second Deposit Draft.

The site lies within the designated North Wessex Downs Area of Outstanding Natural Beauty and, having regard to the number and type of dwellings proposed, the development would fail to reinforce the local distinctiveness of existing surrounding built development, and would detract from the character, and visual appearance of the locality, contrary to Policies G1 and C2 of the adopted South Oxfordshire Local Plan, Policies G2, G6 and C2 of the approved South Oxfordshire Local Plan, 2011, Second Deposit Draft and Section 4 of the approved South Oxfordshire Design Guide.
