Decision
Refusal of Planning Permission on 10th December 2004
The 'design statement' and 'landscape impact assessment' documents are only available to view as hard copies in the Council Offices. They would take approximately 5 hours to download from the website, due to their size.
Conditions / Refusal Reasons
That the provision of the new access track would result in an intrusive form of development that would detract from the character and visual amenity of the area which lies within the Chilterns Area of Outstanding Natural Beauty. Therefore the development would be contrary to the provisions of the Council's Adopted South Oxfordshire Local Plan. Particularly Policies G1 and C2 and the South Oxfordshire Local Plan 2011 (Second Deposit Draft) Policies G2 and C2.
That the site is located in the open countryside and within the Chilterns Area of Outstanding Natural Beauty. The erection of a new dwelling in this location would be contrary to the provisions of the Oxfordshire Structure Plan 2011, particularly Policies G1, G5, H1, EN2 and EN4, the Council's Adopted South Oxfordshire Local Plan, particularly Policies G1, G2, G5, C2 and H6 and the South Oxfordshire Local Plan 2011 (Second Deposit Draft) particularly Policies G1, G2, G4, C2 and H6 and would not meet all the tests required by PPS7. Whilst the Local Planning Authority is of the opinion that the design of the house reflects the highest standards in contemporary architecture and is sensitive to the defining characteristics of the local area, it does not consider that it would result in a significant enhancement of its immediate setting. It is considered that as the site occupies a sensitive location in the Chilterns Area of Outstanding Natural Beauty it should contribute in all three respects in order to justify a departure from the Development Plan.
