The Development Plan identifies appropriate locations for new development. Within the Green Belt planning permission will not be granted for new houses within settlements that do not have an adequate range of services and facilities to accommodate growth. In this case, the site is within the Oxford Green Belt and Burcot is not identified as one of the larger villages where limited infilling may be acceptable. The proposal would be inappropriate development as defined in PPG2 and would consolidate a loose ribbon of development in an area with few services and facilities. As such the proposal represents an unacceptable form of development which would be contrary to the advice contained in Planning Policy Guidance Note 2 Green Belts, Policies G1 and G4 of the Oxfordshire Structure Plan 2011, Policies G1, GB2 and H6 of the adopted South Oxfordshire Local Plan and Policies G2, GB2 and H6 of the South Oxfordshire Local Plan 2011 Second Deposit Draft.

The application proposes the erection of a detached dwelling, the design of which is not typical of the vernacular building style of the area. In particular the window details and lack of articulation on the projecting gables at front and rear would result in an unsatisfactory external appearance that would detract from the visual amenity of the area and the landscape setting of the locality. As such the proposal would be contrary to Policies G1, G8 and GB4 of the adopted South Oxfordshire Local Plan and Policies G2, G6, GB4 and C6 of the approved South Oxfordshire Local Plan 2011 Second Deposit Draft and the advice contained in Section 4.4 of the approved South Oxfordshire Design Guide.

The proposal would involve the loss of trees on the site frontage that are considered to be important to the local scene and their loss would be detrimental to the visual amenity of the area and the landscape setting of the settlement. As such the proposal would be contrary to Policies G1 and C16 of the adopted South Oxfordshire Local Plan and Policies G2, C4 and C10 of the approved South Oxfordshire Local Plan 2011 Second Deposit Draft.

That insufficient information accompanies the application to demonstrate that the proposals will not have an adverse impact on a site of potential archaeological significance contrary to Policy CON16 of the adopted South Oxfordshire Local Plan and the approved South Oxfordshire Local Plan 2011 Second Deposit Draft.
