That, having regard to the scale, bulk and massing of the building relative to the size of the site and the surroundings, to its inappropriate details of design and to the lack of adequate amenity space, bin storage areas and outside clothes drying facilities, the development represents a cramped and inappropriate form of development which would detract from the character and appearance of the locality, and result in unsatisfactory standards of residential amenity for occupiers of the apartments, contrary to Policies H4 and G8 of the adopted South Oxfordshire Local Plan, Policies H4, D1 and D3 of the South Oxfordshire Local Plan, 2011, Second Deposit Draft and Section 4 of the South Oxfordshire Design Guide. Furthermore, in the absence of a Design Statement, as set out in Planning Policy Guidance Note 1, General Policies and Principles, the development fails to demonstrate how the application has taken account of the need for good design, given the prominent nature and size of the site, in the proposals.
That, having regard its bulk and massing relevant to the surrounding residential property, and to the location of various windows and balconies, the proposals represent an oppressive and un-neighbourly form of development which would overlook adjoining property in Edinburgh Drive, detrimental to the residential amenity of the occupiers, contrary to contrary to Policy H4 of the adopted South Oxfordshire Local Plan, Policies H4 and D4 of the South Oxfordshire Local Plan, 2011, Second Deposit Draft and Section 4 of the South Oxfordshire Design Guide.
